Von den vorhandenen, favorisiere ich das "Götti-Konzept" und den "Online-Kurs".
Nichts neues aber hiernach 2 weitere Möglichkeiten welche in diesem Thread noch nicht erwähnt wurden (die zweite würde ich auch gut finden):
- einen Cache erst platzieren dürfen 3 Monate nach der Registrierung bei geocaching.com
- bei der Einreichung/Submission eines Caches, anstelle der "check box", wo man bestätigen muss
die "guidelines" gelesen zu haben, 3 (zufällig generierte) Fragen zu ebendiesen "guidelines" korrekt beantworten müssen.
(für diejenige die kein Englisch verstehen, gibt es Übersetzungen im Internet)

I myself favour a limit of, say, 100 finds, before one is allowed to place a cache. What the OP describes happens a lot in my region: new cachers find a couple of micros or nanos, do the odd short multi, and then hide a cache that spells ‘crappy’ all over it: lamppost, industrial area, parking lot, you know the places.

As someone else here pointed out, if you set a minimum many people are going to try to reach that number as quickly as possible. If you want to accumulate a lot of finds quickly, the best way is to concentrate on park n grab caches in lamp posts, guard rails, parking lots, strip malls, industrial areas, etc. So what you have is an entire generation of cachers whose first 50, 100 or whatever finds are park n grabs in those kinds of places.
What do you think they are likely to hide when they finally reach the magic number?
If there was a restriction (though I’m not in favor of one), perhaps a time based one would be better.
You can’t hide a cache until 3 months after you register. That would give people time to find a variety of caches.
What I wouldn’t mind is instead of the check box that confirms you read the guidelines when you submit a cache, 3 random questions about the guidelines pop up and you need to answer all 3 correctly. If you get any wrong you can’t submit the cache, but can try again an hour later.
